PM Vishwakarma Scheme

PM Vishwakarma Scheme is implemented as a Central Sector Scheme, fully funded by the Government of India, with an initial outlay of Rs 13,000 crore. Launched on September 17, 2023, the scheme is initially for five years up to 2027-28.

It aims at improving the quality, as well as the reach of products and services of Vishwakarmas i.e., artisans and craftspeople and to ensure that they are integrated with the domestic and global value chains. The scheme initially covers 18 trades for providing benefits to the artisans and craftspeople engaged in these trades.

Objectives of the scheme are to

  • Enable the recognition of artisans and craftspeople as Vishwakarma making them eligible to avail all the benefits under the Scheme
  • Provide skill upgradation to hone their skills and make relevant and suitable training opportunities available to them
  • Provide support for better and modern tools to enhance their capability, productivity, and quality of products
  • Provide the beneficiaries an easy access to collateral free credit and reduce the cost of credit by providing interest subvention
  • Provide incentives for digital transaction to encourage the digital empowerment of these Vishwakarmas and
  • Provide a platform for brand promotion and market linkages to help them access new opportunities for growth

It is a holistic Scheme that envisages to provide end-to-end support to the artisans and craftspeople through

  • Recognition: PM Vishwakarma Certificate and ID Card – A unique digital number created and reflected on the certificate and the ID Card. It make them eligible to avail all the benefits under the PM Vishwakarma Scheme
  • Skill Upgradation - Consists of three components: Skill Verification, Basic Skilling and Advanced Skilling. It also covers aspects which enable the Vishwakarma to access other features of the scheme, including usage of toolkits, marketing support, enterprise creation and expansion through credit and benefits of digital transactions. Stipend of Rs.500 per day is provided as training stipend while undergoing basic and advanced training programme.
  • Toolkit Incentive - A toolkit incentive of Rs. 15,000 provided to the beneficiary through e-RUPI vouchers.
  • Credit Support – Collateral free ‘Enterprise Development Loans’ upto Rs.3 lakh is provided @5% (fixed). The interest subvention by the Government of India is to an extent of 8% and is provided upfront to the banks.
  • Incentive for Digital Transactions - An amount of Re. 1 per eligible digital transaction (upto a maximum of 100 eligible transaction) monthly is credited to the beneficiary’s bank account in DBT mode through Aadhaar Payment Bridge System (APBS) to incentivize digital transactions.
  • Marketing Support- The National Committee for Marketing (NCM) provides marketing and branding support for the products of the Vishwakarmas registered under the Scheme.

The Scheme aims to boost domestic manufacturing, import substitution and create Global Champions in the Telecom & Networking Equipments manufacturing sector.

Strengthening of Pharmaceutical Industries (SPI)

Scheme for Strengthening of Pharmaceuticals Industry (SPI) of the Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, Government of India addresses the demand and requirement for support to already existing pharma clusters and MSMEs to improve productivity, quality, and sustainability. The scheme launched on July 21, 2022 by Hon’ble Minister of Health and Family Welfare. The scheme is having a budget allocation of Rs.500 crore divided into 3 sub schemes viz., I. Assistance to Pharmaceutical Industry for Common Facilities (APICF) (Rs.178.40 crore); II. Pharmaceutical Technology Upgradation Assistance Scheme (PTUAS) (Rs.300.10 crore); III. Pharmaceutical & Medical Devices Promotion and Development Scheme (PMPDS) (Rs.21.10 crore). SIDBI is the Project Management Consultant (PMC) for the Scheme.

PSB Loan in 59 minutes platform

In 2018, SIDBI led consortium of Public Sector Banks set up a contactless credit platform coming out of EASE program of GoI as a digital market place for credit facilities.

The “PSB Loans in 59 Minutes” portal was launched on November 02, 2018. The platform has received over 7.17 lakh applications of which 5.55 lakh applications have been approved. Thus, the platform is established as a significant digital intervention in providing credit to MSMEs, with scope for new interventions in line with an evolving and expanding digital landscape. OPL has also developed and has been managing a national portal for Government schemes (www.jansamarth.in) which was launched by Hon’ble Prime Minister. It has also been involved in developing and managing the Jan Suraksha portal as also the Udyam Assist Platform. OPL is now providing several straight through credit processing solutions to several leading Banks in the country. It has also co-created a FIT Rank in association with CIBIL TransUnion, under the mentorship of SIDBI, besides GST Sahay platform for SIDBI in association with iSPIRT.

STAND UP MITRA & UDYAMIMITRA PORTALS (TWIN PORTALS)

SIDBI, with the support of DFS, developed Standup India portal and Udyamimitra portal in 2016 to operate the Standup India program of the Government of India. Udyamimitra portal was revamped to enable SIDBI execute digital implementation of several credit/ MSME linked schemes under different Ministries of Government of India. These digital projects were customized and involved workflows for multiple stakeholders of the respective Ministries. Additionally, SIDBI also extended its expertise in scheme formulation. This plug-n-play model yielded a very low turnaround time for onboarding these schemes on the platform in addition to providing significant efficiency in program implementation. SIDBI has created separate front facing portals for different ministerial programmes enabling branding and respective ecosystem onboarding along with seamless integration with Udyamimitra at backend. The approach has resulted in the emergence of Udyamimitra platform as an effective digital asset for SIDBI

Animal Infrastructure Development Fund (AHIDF) Scheme

Department of Animal Husbandry and Dairying is implementing the scheme “Animal Husbandry Infrastructure Development Fund (AHIDF) scheme” under The Prime Minister’s Atma Nirbhar Bharat Abhiyan Package. The scheme has provisions of credit guarantee and interest subvention for incentivizing entrepreneurs to establish dairy /meat processing unit and animal feed plants. SIDBI is the implementation partner of the scheme by enabling an end-to-end digital application workflow for the scheme.

National Livestock Mission (NLM)

Department of Animal Husbandry and Dairying is implementing “National Livestock Mission (NLM)” which aims towards employment generation, entrepreneurship development and productivity enhancement in animal husbandry sector. SIDBI is working as an implementing partner of the scheme by enabling an end-to-end digital application workflow for the scheme and engaged as a fund channelizing agency.

Special Credit Linked Capital Subsidy Scheme (SCLCSS)

SIDBI is one of the nodal agencies under Special Credit Linked Capital Subsidy Scheme (SCLCSS) which was introduced by Ministry of MSME under National SC-ST Hub (of NSIC) effective from May, 2017 to promote setting up of new enterprises by aspiring SC/ ST entrepreneurs and capacity building of existing MSEs for enhanced participation of SC/ST entrepreneurs in the public procurement by providing 25% upfront capital subsidy.The scheme is continued up to FY 2025-26 with an outlay of Rs.438 Crore.
