PM Vishwakarma Scheme
PM Vishwakarma Scheme is implemented as a Central Sector Scheme, fully funded by the Government of India, with an initial outlay of Rs 13,000 crore. Launched on September 17, 2023, the scheme is initially for five years up to 2027-28.
It aims at improving the quality, as well as the reach of products and services of Vishwakarmas i.e., artisans and craftspeople and to ensure that they are integrated with the domestic and global value chains. The scheme initially covers 18 trades for providing benefits to the artisans and craftspeople engaged in these trades.
Objectives of the scheme are to
- Enable the recognition of artisans and craftspeople as Vishwakarma making them eligible to avail all the benefits under the Scheme
- Provide skill upgradation to hone their skills and make relevant and suitable training opportunities available to them
- Provide support for better and modern tools to enhance their capability, productivity, and quality of products
- Provide the beneficiaries an easy access to collateral free credit and reduce the cost of credit by providing interest subvention
- Provide incentives for digital transaction to encourage the digital empowerment of these Vishwakarmas and
- Provide a platform for brand promotion and market linkages to help them access new opportunities for growth
It is a holistic Scheme that envisages to provide end-to-end support to the artisans and craftspeople through
- Recognition: PM Vishwakarma Certificate and ID Card – A unique digital number created and reflected on the certificate and the ID Card. It make them eligible to avail all the benefits under the PM Vishwakarma Scheme
- Skill Upgradation - Consists of three components: Skill Verification, Basic Skilling and Advanced Skilling. It also covers aspects which enable the Vishwakarma to access other features of the scheme, including usage of toolkits, marketing support, enterprise creation and expansion through credit and benefits of digital transactions. Stipend of Rs.500 per day is provided as training stipend while undergoing basic and advanced training programme.
- Toolkit Incentive - A toolkit incentive of Rs. 15,000 provided to the beneficiary through e-RUPI vouchers.
- Credit Support – Collateral free ‘Enterprise Development Loans’ upto Rs.3 lakh is provided @5% (fixed). The interest subvention by the Government of India is to an extent of 8% and is provided upfront to the banks.
- Incentive for Digital Transactions - An amount of Re. 1 per eligible digital transaction (upto a maximum of 100 eligible transaction) monthly is credited to the beneficiary’s bank account in DBT mode through Aadhaar Payment Bridge System (APBS) to incentivize digital transactions.
- Marketing Support- The National Committee for Marketing (NCM) provides marketing and branding support for the products of the Vishwakarmas registered under the Scheme.
