Shri Devendra Kumar Singh, IAS, is currently Secretary General of National Human Rights Commission of India. Earlier, he was Secretary to Ministry of Cooperation. He held a number of important assignments in the State of Kerala in different areas. Prior to joining Ministry of Cooperation, he was working as Additional Secretary, Ministry of MSME and DC (MSME). Earlier, he has worked as Additional Chief Secretary (Agriculture) and Agriculture Production Commissioner. He also worked as Secretary (Fisheries, Animal Husbandry & Dairying) and was District Collector, Wayanad and Kollam, besides working in Department of Health.
While on Central deputation Shri Devendra Kumar Singh held important portfolios in the Ministry of Home Affairs (1999-2004) / Ministry of DONER. He was Additional Director General (Foreign Trade), Directorate General of Foreign Trade, New Delhi (2011-2016). During his stint in Directorate General of Foreign Trade, he has been assigned the work related to formulation of Foreign Trade Policy to enhance transparency, enhance e-governance, greater trade facilitation, digitization of processes from start to end of the process chain and working towards the concept of whole of Government of India in the foreign trade governance so as to achieve larger objective of bringing national interest in focus. He was also the Member Secretary of the Second Taskforce on Transaction Cost in Exports which is aimed to evolve a strategy towards reducing transaction cost in terms of specific problems for export and import.
Shri Devendra Kumar Singh worked as Chairman, APEDA (2017-July, 2018) where he focused on preparation of agricultural export policy, measures to open exports from North East Region and creation of export infrastructure.
